A signing-in sheet in the site cabin is still the default on plenty of jobs. It is cheap. It needs no setup. Everyone understands it.

The problem is that it does very little beyond collecting a name and a time. It does not enforce an induction. It does not check a CSCS card or any other credential. It does not tell you who is actually still on site at 3pm. It can be illegible, back-filled, damaged or missing when someone asks for the record.

For a single domestic job with one contractor, a light-touch record may be proportionate. For a principal contractor coordinating several subcontractor companies, the paper book is often where the audit trail gets shaky.

Turnstiles physically control the gate

Turnstiles and biometric access-control systems do one thing very well: they stop people entering unless the gate lets them through. On a high-security site, a large site with a fixed perimeter, or a job where physical access control is non-negotiable, that hardware can be the right answer.

The trade-off is cost and flexibility. Each site needs the equipment, installation, maintenance and a process for issuing or managing access. On a short fit-out, a moving refurbishment, or a smaller principal-contractor job, the setup can be heavy for the risk.

It is also worth separating access from paperwork. A turnstile can show that someone passed through a gate. It does not, by itself, build your RAMS, Construction Phase Plan, COSHH records or site induction. You still need a separate system for the CDM paperwork and the evidence that workers have seen it.

A QR site sign-in flow sits between paper and turnstiles. You put a permanent QR code at the entrance. Workers, visitors and subbies sign in and out from their own phone. There is no app to install and no turnstile to buy.

Choose a paper signing-in book when the job is genuinely small, simple and low-risk, and you only need a proportionate record.

Choose QR site sign-in when the main problem is evidence and oversight: proving who was on site, who was inducted, what credentials were captured and what happened across several live jobs.

For many small principal contractors, the third case is the everyday one. The issue is not that someone is forcing a gate. It is that the record is spread across a paper book, WhatsApp messages, a folder of RAMS and somebody’s memory.

What CDM 2015 needs from the method

CDM 2015 does not tell you to buy turnstiles or use a particular app. The principal contractor still needs suitable arrangements for the site. In plain English, that means knowing who is there, making sure workers receive the right site information and keeping records that stand up when a client, auditor or inspector asks.

The method should match the job. If a record cannot show whether someone was inducted before they started, it leaves a gap. If it cannot tell you who is still on site during an emergency, it leaves another. If it cannot connect attendance, credentials and documents, the office ends up rebuilding the story later.

Good site access control is not just a gate. It is the evidence trail around the gate.
